To lock a drive, the system must be powered down completely. Shut Down and Hibernate are the only two options that completely shut off power to the system. Restarting the system does not power cycle the drive, and therefore does not lock the drive. For external drives, cutting off power from the drive by removing the drive from the system is sufficient to lock the drive without having to turn off the whole system.
